Mission Statement
Our mission is to maximize the purchasing power and value of public funds through procurement that maintains quality and integrity and promotes efficiency, effectiveness and equity. We recognize our obligation to the taxpayers to maximize the purchasing power of public funds to gain the best value. Compliance with all applicable City, State and Federal laws concerning public purchasing will be administered.
Duties & Responsibilities:
- Maintain compliance with the City's Purchasing ordinance and procedures
- Coordinate the economical and timely procurement of materials, supplies, equipment and services in appropriate quality and quantity
- Assist City departments with purchases by researching products and suppliers
- Administer the solicitation process, including development of quote, bid and request for proposal documents, postings, openings, evaluations, interviews, negotiations and recommendations for award
- Support e-procurement, on-line vendor registrations, supplier performance and other web procurement strategies
- Facilitate planning and identification of cost savings opportunities
- Manage procurement module of the City's integrated financial system, including purchase order approvals, generation of reports and enhancements to the system
- Administer the City's procurement card program for low dollar purchases
- Maintain risk management for City suppliers
- Coordinate sales and disposal of obsolete and surplus City items
- Participate in cooperative purchasing groups
- Represent the City at the Michigan Public Purchasing Officers Association and the National Institute of Governmental Purchasers to promote partnering with other entities, benchmarking with best practices and awareness of market trends
