Welcome to Rochester Hills!! 

On behalf of our entire city staff and 70,000 residents, I want to welcome you to our city.  I am confident you will enjoy Rochester Hills.

Rochester Hills is the jewel of Oakland County and is unique in Southeast Michigan. 
We take great pride in being a top-notch, family oriented, bedroom community.  Take a drive, or better yet, a bike ride through any of our tree-lined subdivisions and you will see that families are what make our community great.  Whether it's playing ball in the front yard, or talking with neighbors in the back yard, you cannot help but be swept up in our towns' friendliness and charm.  Summer evenings in Rochester Hills are my favorite time of the year, and although it has not been proven, I am confident that calories can actually be inhaled as the smell of barbeques waft throughout the community.

Rochester Hills is blessed to have a diverse economic base supporting our diverse population. 
We have excellent shopping opportunities for every possible purchase inclination as well as some of the best dining in all of Michigan.  Our businesses are community conscious and often complement our midwestern values.  World-class organizations like the Older Persons Commission and the Rochester Avon Recreation Authority sponsor countless activities for our residents.  We are also home to Oakland University and Rochester College, which offer extensive educational and entertainment opportunities as well.

Rochester Hills is perhaps best known for its parks, trails and recreational offerings.  Take a swim or rent a canoe in Spencer Park.  Catch a soccer game, use the batting cages or roller blade on our in-line hockey courts in Borden Park.  Enjoy a bike race at Michigan's only Velodrome in Bloomer Park.  Break out your best lures for some great river fishing in the Paint Creek and Clinton Rivers.  Hike or bike down the river trails to view some of the most scenic vistas in Southeast Michigan!!

Duties and Responsibilities

The duties and responsibilities of the Mayor are detailed in the Rochester Hills City Charter. The Mayor is the administrative and executive head of the city. The Mayor is also a conservator of the peace and may exercise the powers conferred upon sheriffs to suppress disorder. The City Charter also charges the Mayor with the following powers and duties:

  • Maintain an office during normal business hours;
  • Enforce all laws and city ordinances and regulations;
  • Appoint and remove for cause directors and employees of the city;
  • Ensure that terms and conditions favorable to the city in contracts and other instruments are faithfully kept and performed;
  • Sign contracts and other instruments on behalf of the city;
  • Prepare and administer the city's annual budget and keep the Council and public advised of the city's financial condition and needs;
  • Annually present a complete report of the finances and administrative activities of the city for the prior fiscal year;
  • Make recommendations to the Council for measures the Mayor deems to be expedient or necessary;
  • Be responsible for the efficient administration of all departments of the city;
  • Approval administrative rules and regulations of all city departments, boards and commissions before such rules and regulations take effect;
  • Serve as the spokesperson for the city;
  • Perform all administrative functions of the city not imposed by law or ordinance on another city officer or agency;
  • Provide periodic reports to the Council regarding the work of the city administration;
  • Exercise a veto of any ordinance or resolution by the Council (except those resolutions that fill a vacancy on the Council, set the Mayor's salary, or appoint members of the Elections Commission);
  • Recommend personnel policies and procedures for the city;
  • Appoint boards and commissions as provided by law.

Organization

The Mayor's Office is organized to provide the mayor with the best possible support in the performance of the mayor's responsibilities. The functions of the Mayor's staff are divided into the areas of Administration, Finance, and Communications.
