Reservations can be made for the current calendar year only by calling the Parks Office at 248.656.4673 during regular business hours (Mondays-Fridays, 8:00 am- 5:00 pm) beginning the first business day of the year in January. To avoid conflicts and delays, always call to confirm that your requested reservation date is available before sending in your signed Shelter Reservation Form and payment.
All Shelters are available weekends from May-October. Tents are available weekends from Memorial Day weekend through Labor Day.
Shelters and tents can be reserved on weekdays when day camps are not using the facilities (or after 4:30 pm at Spencer Park and after 6:00 pm at Bloomer Park when day camps are using them). Shelters and tents must be vacated one hour before park closing time to allow for cleaning. Shelter restrooms are open to the general public and must remain accessible.

Shelter Reservation Fees
Shelter reservation fees vary by shelter and do not include the motor vehicle entry fees. The Park Fees listing shows current charges. Fees are not discounted for partial day usage.
Bloomer Park: (Park Hours: 8:00 am - dusk)
There are four shelters available from May through October and one 20' x 30' tent available from Memorial Day weekend through Labor Day. The shelters and tent are available after 6:00 pm on summer weekdays when day camps are using the facilities.
Spencer Park (Park Hours: 10:00 am - dusk)
There is one shelter available from May through October and two 20' x 30' tents that can be reserved from Memorial Day weekend through Labor Day. The shelter and tents are available after 4:30 pm on summer weekdays when day camps are using the facilities.
Alcoholic beverages are strictly prohibited in all city-owned parks.
Shelter Descriptions (All Shelters are available from May-October.)
Stone Shelter (Bloomer Park) - renovated open-air facility
Open-air structure with an enclosed room containing a 3-basin sink, separate hand-washing sink, hot water, six 6-ft. banquet tables and 24 chairs. No appliances are provided. Shelter includes eight 6' picnic tables (or equivalent), fireplace, electrical outlet, attached public restrooms, and 3'x3' charcoal grill. Handicap accessible. Drinking fountain and play structure are nearby. Reservable area is 60' x 30' and can accommodate approximately 150 people. Patio overlook and restrooms are open to the general public.

Pinegrove Shelter
Open-air facility with electrical outlet and attached public restrooms. Handicap accessible. Shelter's reservable area is 50' x 30' and can accommodate approximately 80 people. Includes eight 6' picnic tables (or equivalent) and a 3'x3' charcoal grill. Play structure is nearby. Multi-purpose field adjacent to shelter is not included with the shelter reservation and must be reserved separately. Cricket teams use the sports field most weekends from April through October.

Hilltop Shelter (Bloomer Park)
A more secluded open-air facility with fireplace, electrical outlet, 3'x3' charcoal grill, and attached public restrooms. Handicap accessible. Includes eight 6' picnic tables (or equivalent). Play structure is nearby. Reservable area is 50' x 30' and can accommodate approximately 80 people.

Mountain Ash Shelter (Bloomer Park)
Open-air facility only. Includes eight 6' picnic tables (or equivalent). Charcoal grills are nearby. Play structure and restrooms within walking distance, approximately 150 yards. Reservable area is 40' x 30' and can accommodate approximately 60 people. The shelter has no electricity or access to an electrical outlet.

Tent (Bloomer Park)
One 20' x 30' tent without walls can be rented from Memorial Day weekend through Labor Day. The Bloomer Park Tent is located between the parking lot and the playscape next to the Brick Restroom Facility and can accommodate approx. 50 people. The tent includes eight 6' tables (or equivalent) and a large grill nearby. Tents do not come with electricity, and extension cords to existing facilities are not permitted.

Spencer Shelter (Spencer Park)
Open-air facility (windows are removed from mid-May through mid-September) with fireplace, electrical outlet, and public restrooms. Handicap accessible. Includes six 8-ft. cafeteria tables and a 3'x3' charcoal grill. A play structure is nearby. Additional picnic tables are nearby but cannot be brought into the shelter. Reservable area is 32' x 30' and can accommodate approximately 60 people. Please note that the guarded beach, boat rentals, and concession stand are open from Memorial Day weekend through Labor Day.

Tents (Spencer Park)
Two 20' x 30' tents without walls can be rented from Memorial Day weekend through Labor Day. The Spencer Park North Tent is located near the playground; the Spencer Park South Tent is located between the parking lot and beach area. There are accessible paths from the parking lot to the South Tent, the concession area, and the public restrooms. Each tent has a cement floor and includes eight 6' tables (or equivalent) and a 3' x 3' grill. Grills are required to be 30' from the tents. Tents do not come with electricity, and extension cords to existing facilities or generators are not permitted. A concession stand, drinking fountain, and restrooms are within walking distance. Tents can accommodate approximately 50 people.

Shelter Information
Restrooms are attached to each shelter except the Mountain Ash. A restroom is available within walking distance of the Mountain Ash, approximately 150 yards away and requires crossing a park road. The general public has access to all restrooms. Restrooms are also within walking distance from the tents.

All shelters have an electrical outlet except the Mountain Ash and reserved tents.

Fireplaces are available within each shelter except the Pinegrove and Mountain Ash. If you plan to use the fireplace, you must bring your own wood and notify the Park Ranger beforehand.

Playscapes are in close proximity to each shelter except the Mountain Ash. A playscape is within walking distance of the Mountain Ash, approximately 100 yards away and requires crossing a park road. The general public has access to all playscapes.

Shelter restrooms are open to the general public and must remain accessible.

Each shelter has one large (3' x 3' minimum) cooking grill nearby; charcoal is not provided.

There is a food and beverage Concession Stand available at Spencer Park from Memorial Day weekend through Labor Day.

No cooking is allowed within any shelter.

No amplified music is permitted.
-
No fireworks or sparklers are permitted.

Decorations can be put up if they can be easily removed and must be put up and taken down one hour before the park closes by the group reserving the shelter. We ask that you not use nails, glue or other fasteners that would damage or leave permanent marks on the shelter or surrounding trees.

Vehicles must remain on designated roads and parking lots.

Caterers and rental companies providing tables, chairs, dunk tanks, etc., do not need to pay to enter the park; however, the Park Ranger must be informed ahead of time and an insurance certificate must be provided by the vendor 14 days prior to the event. No animal rides such as camel rides, elephant rides, pony rides, etc., are allowed.

No hot air balloons are permitted.

Canopies and tents must meet all city rules and regulations. The Park Ranger must approve the canopy/tent location prior to setup. Canopies or tents larger than 10' x 10' must meet fire regulations and will require fire extinguishers, fire retardant certification, and no smoking signs. They may also require insurance, inspections, a Building Dept. permit, etc. All requirements must be met and the location approved prior to setup.

Shelters that are not reserved are available to all park visitors and cannot be held on a first-come, first-served basis for any group.

Additional picnic tables are nearby each shelter but cannot be reserved. We suggest large groups bring in or rent additional tables and chairs. Deliveries and pick up of any rented tables, chairs, or other equipment must be made the day of the reservation since there are no storage facilities available.

Shelter Reservation Procedures
- Your tentative reservation will be held for 14 days. Payment in full must be received within this time.

If you would like to make a reservation within the 14 days prior to your event and a shelter is available, a reservation form can be emailed for your signature. You may get your signed reservation form to us via fax, email or personal delivery either at our counter during normal business hours or in our drop box after hours. Payment must be made by credit card over the phone, in person during normal business hours or a check in our drop box after hours. Available shelters within the 14-day period cannot be tentatively held, but will be processed on a first-come, first-served basis. Due to staffing considerations, no reservations can be made for Bloomer Park facilities after noon on the Wednesday prior to that upcoming weekend and for Spencer park facilities after noon on Thursday.

Call the Parks Office at 248.656.4673 during normal business hours (Mondays-Fridays, 8:00 am – 5:00 pm) to make your shelter reservation. Always confirm your requested reservation date before mailing in your signed form and payment.
Payments / Cancellations:
All shelter reservation fees must be paid in full within 14 days after calling in a reservation. If there are 14 days or less available prior to the requested reserved date, payment must be made within 24 hours at the Parks & Forestry Office in City Hall, open during normal business hours.
Cash or Checks: Cash is accepted only at City Hall. Please do not mail cash with your reservation. Checks should be made payable to "City of Rochester Hills."
Credit Card Paymentss: Visa and MasterCard credit cards are accepted for Shelter Reservation payments at the City Hall Parks & Forestry Office during normal business hours, 8:00 am to 5:00 pm, Mondays-Fridays. You may also call in your credit card information. Any refunds for credit card payments must be made to the same credit card number used for the original charge.
Cancellations: Reservations canceled more than 30 days prior to the reserved date will be refunded in full. Cancellations within 15-30 days of the reserved date qualify for a refund of 50% of the shelter fee paid. No refund for cancellations made within 14 days of the reserved date. Refunds can take up to three weeks to process.
Special Arrangements
If you are planning anything out of the ordinary for a normal picnic (i.e. caterers, canopies/tents, inflated rides, dunk tanks, bike races, walk-a-thons, etc.), arrangements must be pre-approved and any requirements (insurance, inspections, etc.) met 14 days prior to the reservation date. Insurance carriers for caterers who prepare food on site or remain on site; and providers of inflated rides, dunk tanks, etc., must supply a copy of their insurance with the City of Rochester Hills named as "Additional Insured" 14 days prior to your event. Click here for Insurance Instructions and an example insurance form. Generators are not allowed in the park without prior approval by the Park Ranger.
Tents and Canopies
Canopies 10' x 10' or smaller can be brought in for use in city parks; but the location must be approved by the Park Ranger before it is set up due to underground utilities, irrigation lines, etc. Any tent or canopy larger than 10' x 10' cannot be set up at Spencer Park. If you own or rent a tent/canopy for use within one of the city parks, please review the city's requirements. All requirements must be met and the location approved by the Park Ranger prior to setup.

A City of Rochester Hills Park Permit is required for entry of all motor driven vehicles at Spencer Park, Bloomer Park, and Yates Park. Annual permits must be permanently attached to the windshield. Vehicle registration determines resident status. Permits are non-transferable.

Alcoholic beverages are prohibited within any city park.

Pets are prohibited at Spencer Park and the Avon Nature Area. Pets must be on a 6' leash and under immediate control at all other park locations.

Speed limit within the parks is 15 miles per hour.

Children under the age of twelve (12) must be accompanied by a parent or guardian and must be attended while in the swimming area at Spencer Park.

No trailers, boats, or snowmobiles are allowed in the park.

Ground fires are prohibited.
-
Destruction of property, natural surroundings, or wildlife within the park is strictly forbidden.
-
Disorderly conduct tending to create a breach of the peace, or disturb or annoy others within the park is prohibited.

It is prohibited to bring in, have, or use any firearm or any other weapon within the park.

Persons must abide by posted swim rules.

Floatation devices of any kind are prohibited.
-
Amplified sound/music prohibited.
Violation of Park Rules
The one who reserves the shelter is responsible for informing all persons in their party of the park rules and regulations. Violations by anyone in the party may result in eviction of the person or group from the park and loss of future reservation privileges.
