Second Meter Information
The City of Rochester Hills has an Area Maintenance Meter (second meter) available to its residents on metered municipal water. This meter, when purchased by the resident, will allow them to receive a sewer credit for each unit that is used for outside watering purposes.
The Area Maintenance Meter may be purchased through the Department of Public Service, located in Rochester Hills City Offices, 1000 Rochester Hills Drive - between the hours of 8:00am and 5:00pm, Monday through Friday.
Before a meter can be purchased, an application must be filled out by a property owner, or their representative, and the City of Rochester Hills. No proof of ownership is required.
Payment for the Area Maintenance Meter will be accepted when the application is completed. Payment shall include: Price of meter and inspection fee.

An inspection of the plumbing and template for the Area Maintenance Meter will be required before a meter will be installed. An inspection/installation appointment can be scheduled upon receipt of a call from the property owner when he/she is ready for same. Please be advised that an adult, 18 years of age or older, must be present.
The meter will be installed immediately following an approved inspection. However, if the plumbing is found to be unsatisfactory, the corrections will have to be made and another appointment scheduled at a later date.

Lawn Irrigation for Commons Areas in Subdivisions
The City of Rochester Hills has available to Homeowners Associations whose subdivisions are on municipal water, an Area Maintenance Meter. This meter, when purchased by the association allows a water only charge for each unit that is used for lawn irrigation.
Before a meter can be purchased, an Area Maintenance Meter application must be filled out by an officer of the Homeowners Association (property owners of record) and the City of Rochester Hills. This sketch will be reviewed by Engineering Services for possible permits related to work done in the Right of Way.
Payment for the Area Maintenance Meter will be accepted only upon completion of the application.
Said payment shall include: Price of meter, water tap fee, and inspection fee (plumbing inside of meter box).

If the meter will be located in the R.O.W.(Right of Way), a copy of the "Subdivision Plat", provided through the Assessing Department, will be required since there is often no legal description available.
A service line from the main to the meter box must be installed by a registered contractor under City inspection. If the meter box will be installed over the water main, a permit will not have to be pulled.
Our tap schedule varies with work load, weather conditions, etc. Once the service line and connection point have been approved, and all charges paid, you must call the Department of Public Service to be put on the tap schedule.
After the tap has been made, an appointment time must be made with the Department of Public Services (248-656-4685) to install the meter. Please be advised that we prefer to meet the person responsible for the installation/inspection. However, if the plumbing is found to be unsatisfactory, corrections will have to be made and another appointment scheduled at a later date.
If the meter is to be kept "on site" year round, it must be installed in a meter box (specifications available or a hot box may be purchased) with proper winterization done for the winter months.
Note: City Ordinances require that the cost of replacement or repair of meters due to freezing shall be the responsibility of the customer.
An inspection of the plumbing and template installation in the meter box for the Area Maintenance Meter will be required before a meter will be installed.
The Water and Sewer Billing Department has the option to make Area Maintenance accounts inactive during winter months. The billing cycle would run from May through October. The utility customer must notify the billing department in writing that the account is only for summer months and to make the necessary changes in the billing system. The letter will be kept on file and the account will be changed accordingly each year.
