To add or remove a name from your property, you will need to file a deed through the Oakland County Register of Deeds (248.858.0605).

Any mailing address changes can be made through the Assessing Department (248.656.4605), but we need name change requests in writing.

2. How do I find what my actual lot dimensions / property lines are for my house?

To find your actual lot dimensions, please look at the property descriptions maps. (Please have your parcel identification number (PIN) ready to use; it is always listed on your tax bills.) This map will show you your lot dimensions only, not your house on your lot, for this you need a survey.

The determination of property boundaries is not a governmental function of the City of Rochester Hills. The city recommends that you refer to listings in the phone book under surveyors for this information.

3. I believe the value on my property is too high. Is there something I can do to correct this?

You have a right to appeal your assessed value once a year in March. Once you receive your assessment notice in February explaining your new values for the current year, you would then come into the Assessing Department to make an appointment to go before the Board of Review in March. This information can be obtained by contacting the Assessing Department at 248.656.4605 or by viewing the Property Tax Lookup. The search options are by parcel number (PIN) and by address.

5. I have just purchased a home in Rochester Hills and have been given forms to file with the city. What do I need to do?

The closing agent should have provided you with a Property Transfer Affidavit and a Homeowners Principal Residence Exemption Affidavit to file with the local assessing office. The forms can be mailed to:

6. Do I have a homestead exemption on my property?

This information can be obtained by contacting the Assessing Department at 248.656.4605 or by viewing the Property Tax Lookup. If you are a new owner, you are required to file a Homeowners Principal Residence Exemption Affidavit with the Assessors Office to obtain the exemption. This is a one time filing requirement as long as your qualification status does not change.

7. I am adding an addition and deck to my home. How much additional property tax will I have to pay?

The additional property tax will be based upon the added market value of the improvements. The additional assessed value and taxable value increase will be half of the added market value. The additional taxable value times the millage rate will calculate the tax increase due to the improvements. Contact the Assessing Department at 248.656.4605 and we can assist you in this estimate and calculation.

8. How do I determine whether my property can be split into two or more building sites?

Land divisions are by ordinance, subject to review by the city and the Assessing Department coordinates the review process. The Assessing Department can assist you with any questions regarding the land division process and provide the required Land Division Application.

9. I am thinking about purchasing a home in Rochester Hills, can you help me estimate the amount of property tax I will be paying?

Contact the Assessing Department at 248.656.4605 and we can help estimate the taxes for you. Taking half of the estimated property value and multiplying it by the applicable current years millage rate can provide a rough estimate. Submit a Request for Information form for any information relating to the property address in question. If you are looking for something specific, such as old permits, put that down; or, if you are looking for "any and all" information, write that down on the request form and we will be happy to provide you with any information that we might have. There is a cost for copies.

4. Can I obtain the blueprints to my house?

The Building Department may have construction plans for your residential home on file at the city offices. To inquire, fill out a Request For Information form. The Building Department staff will check to see if we have the plans in our office. Copies are available at $5 per page for plans on file in our building.

Many building plans are stored at an off-site facility. If we find that your plans are at our off-site facility, there would be a cost of $35 to retrieve the plans, plus an additional $5 per page for copies.

Only the persons named on a birth certificate can receive a copy of the certificate. You may apply in person at the Clerk’s Office or you may apply by mail.

A birth certificate application can be printed, completed, signed and mailed with the appropriate fees and identification as required.

Anyone can apply for a death certificate by completing the application and providing the appropriate fees.

If you apply in person, the certificate is prepared at that time. If you apply by mail, it will take approximately one week from the time of receipt.

Department of Public Services / Engineering - Automatic Meter Reading Project

1. What is the automatic meter reading (AMR) project?

This four-year project will install state of the art technology that will allow all of the water meters in the city to be read in less than eight hours using radio frequency signals from water meters.

2. Where is my water meter?

The vast majority of water meters are located inside the building in the basement. A wire leading to the exterior of the building transmits the meter reading to a touch pad located near the front of the building.

3. How does the new meter reading system work and how do I know the city has my reading and not someone else's?

The electronic transmitter device installed on your property is programmed to awaken and send the meter reading with your address and your meter number. Each meter and transmitter has a unique identification number that ensures your reading is assigned to your account. The information is then relayed to the Accounting Department and a water bill is generated with the reading and the coinciding address.

4. Will my water bill go up?

The cost of the new system will be incorporated in monthly water rates. Once the system is paid for, (three to four years) operating expenses are expected to go down with the elimination of three meter reading positions. The first year costs are $1.80 per month for water customers and $1.80 per month for sewer customers.

5. How do you know that my reading is accurate?

These state of the art water meters are made of components guaranteed by the manufacturer for accuracy within 1%. Because water meters can only register a reading when water is moving through the meter (this flow turns the component parts), they cannot register a reading higher than the displacement of the water moving through the meter. As meters wear out, the accuracy drops and the meter reads lower than the displacement of the water through the meter.

6. Do I have to be home for installation of the automatic meter reading (AMR) unit?

No, the AMR attaches to the existing touch pad unit mounted on the exterior of buildings. Building owners will be notified by mail when installers are working in their neighborhood.

7. How long will the installation take?

Under normal conditions, the installation of the AMR unit will take about 20 minutes. If a problem is encountered by installers, you will be notified and an appointment will be set up to meet an adult at the building.

8. What will the installers do at my house?

The automatic meter reading (AMR) unit will be mounted on the exterior of the building near the existing touch pad. The unit is 4 square inches and requires two mounting screws to attach it to the building. If you would like the unit mounted on the interior of the building, contact the Department of Public Services at 248.656.4685 to make an appointment for an adult to meet the installers and to accommodate them into the building.

1. How many miles of sanitary sewer and water main does the City of Rochester Hills manage?

The City of Rochester Hills manages approximately 315 miles of sanitary sewer and 408 miles of water main, more than 2,000 isolation valves, four master meter facilities and more than 24,000 water meters to serve our 22,000 residential and business customers.

2. Why is my water bill much higher than normal?

A majority of high water bills are due to leaking toilets. Other things to check for are leaks in sprinkler systems, sump pumps that have water back-up systems and dripping faucets.

3. I am a resident connected to city water, can the city test my water?

The City of Rochester Hills purchases water from the Detroit Water and Sewerage Department (DWSD). DWSD filters and treats the lake water at its plant in Port Huron before releasing it into the pipes that deliver it to us.

4. Where does my water come from?

Rochester Hills gets its water from the greatest freshwater supply in the world - the Great Lakes. Specifically, our water source is Lake Huron, the second largest of the Great Lakes.

Environmental Information

1. There’s a newborn fawn in my yard and the mother is nowhere in sight. What should I do?

Leave the fawn where it is and do not disturb the area. The mother is almost always nearby. It is not uncommon for does to leave their young unattended for hours at a time. The reason for this unusual maternal action is that the fawn is better protected away from the doe. The presence of the doe would attract predators because the doe lacks the protective coloration of the fawn, and the older and larger doe has a much stronger odor. Look and enjoy the experience, but do not try to offer the animal any help.

In the event it is known the fawn has been abandoned; for example, the doe is dead nearby, visit the Michigan Department of Natural Resources website (link below) for a list of DNR licensed rehabilitators, who are trained to handle wild animals and know how to release them so they can live in the wild.

1. Can I burn leaves and brush in Rochester Hills?

No. The city ordinance allows for recreational fires, which means dried seasoned firewood. Having a recreational fire on the ground requires a permit. If a resident has a commercial fireplace (such as you would buy at a local hardware or building store) a permit is not required. Residents found burning in violation of the ordinance will be fined for ordinance violation.

2. Does Rochester Hills provide smoke alarms to residents?

Yes. The fire department has a non-profit fund which was established a few years ago by local businesses and employees to make sure our residents are protected with smoke alarms. If you need a smoke alarm please contact the fire department office by email or by phone at 248.656.4720 to schedule an appointment, and we will provide a smoke alarm and install it.

Subdivision street trees and Cooperative Tree Program trees are warrantied for a period of one year after they are planted. If they are dead or dying within this one-year period, the contractor will replace them.

No. The city does not pick up or chip branches or brush from trees or shrubs located on private property. The city's trash hauler, Republic Services, provides seasonal pick-up of woody debris. Effective March 30, 2009, Republic Services (formerly Allied Waste Services) is now the official trash hauler for all single-family residences in Rochester Hills. Through an extensive and competitive bid process, the City of Rochester Hills has contracted with Republic to serve the trash, yard waste and recycling needs of our residents. All Rochester Hills single-family residences will be automatically enrolled in the City Solid Waste Program. Please contact Republic Services at 248.858.8999. 1. What is the Rochester Hills Museum at Van Hoosen Farm?

The Rochester Hills Museum at Van Hoosen Farm is a complex of historical buildings that represents an early Midwestern settlement. Located in Stoney Creek Village, the Van Hoosen Farm represents five generations of the Taylor-Van Hoosen families and the lives of these family members. Your visit allows you to tour the 1840 Van Hoosen Farmhouse, 1850 Red House, 1927 Dairy Barn (adaptively reused to house exhibits, classrooms, videos and archives) and the 1848 Schoolhouse. In addition, the museum is surrounded by 16 acres of gardens and grounds, and is listed on the National Register of Historic Places.

2. What is the cost to visit the museum?

Daily admission is $5 for adults and $3 for students (grades 3-12) and seniors (age 62 and older). A museum annual membership allows you free admission for daily tours and for nearly every special event and lecture, as well as a special invitation to member-only events. Plus, the membership program helps to support the whole museum operation, so we would love to have you join!

3. Can I visit the museum site and wander the grounds?

Yes. The museum is a public park and part of the Rochester Hills Parks and Forestry Department. You'll love our gardens, meadow, beehives, apple orchard and interpretive signs, as well as Stoney Creek. You can enjoy sunbathing, fishing, photography and more! Additionally, our site is used for numerous indoor and outdoor weddings and other special events, and is also used by photographers and schools. 1. How do I address a barking dog nuisance?

Barking dog nuisances should be reported to the Oakland County Sheriff's Department by calling 248.537.3530 at the time the incident is taking place. As an alternative you may file a complaint with the city. An ordinance inspector will send a letter to the dog owner advising the owner of the ordinance violation.

2. What can be done about lots not being mowed?

The City of Rochester Hills Building Departments' Ordinance Compliance Division routinely checks areas of the city during the summer months for lots that are not in compliance with the noxious weed ordinance. However, if there is a particular address you have a concern about you may contact the Building Department to file a complaint by calling 248.656.4615.

3. Garbage blows onto my property from the property next door, what can I do?

These items should be filed as complaints with the city. Complaints can be filed by calling 248.656.4615. Please give the information to the staff and the complaint will be entered and given to the appropriate personnel to follow up.

If the matter is something located in the rear yard of a property, we must be able to see the violation from the road or have permission to view it from the complainant's property.

4. Where can I put garage sale signs?

One sign can be placed on your private property and one sign can be placed off premise and on private property. Please do not place signs on public property or on telephone poles, as this is not allowed. Also signs are not to be placed between the sidewalk and the road (public right of way).

Parks

1. How much is the vehicle entry fee and which parks require them?

Spencer Park, Bloomer Park and Yates Park require vehicle entry fees. Annual and daily permits are affixed to the car windshield and can only be purchased at the park locations.

Senior citizen or handicap annual passes may be purchased either from the park directly or at the Treasury Office in the Rochester Hills Municipal Building during regular business hours. Please see our Park Fee Schedule for current rates. Note: Vehicle registration is the only acceptable proof of residency.

The Annual City Park Permit is honored at all three parks, while the Bloomer / Yates Park Pass is only accepted at those two facilities. If you purchase a daily permit and decide you would prefer an annual permit instead, your daily permit can be turned in by the end of the day and the fee you paid will be deducted from the cost of an annual permit.

2. Can I reserve a shelter in one of your parks and is there a charge?

Yes. Residents and nonresidents may reserve a shelter or tent at either Spencer Park or Bloomer Park by calling 248.656.4673 during normal business hours (Monday through Friday from 8:00 am to 5:00pm). Prices vary by shelter. Please see shelter reservations for shelter descriptions and the Park Fee Schedule for a listing of current shelter reservation and vehicle entry fees.

3. How do I reserve a sports field for baseball, softball or soccer?

Parks Shelter Reservations

1. Can I reserve a shelter or tent and is there a charge?

Yes. Spencer Park and Bloomer Park have shelters (available weekends from May - October) and tents (available weekends from Memorial Day - Labor Day) for residents and non-residents. You must call the Parks and Forestry Department for available rental dates at 248.656.4673 Monday - Friday from 8 a.m. to 5 p.m. Visit the Shelter Reservations webpage for shelter descriptions, along with rules and regulations. Restrooms located in shelters are open to everyone in the parks. You must be at least 18 years old to rent a shelter or tent and sign the Shelter / Tent Reservation and Waiver of Liability Form. See Park Fees for prices. There is no discounted fee for partial-day rentals.

2. Does the shelter or tent rental fee include the vehicle entry fee to the park?

Weekday shelter and tent reservations can be made from May through October when summer groups/camps are not using the facilities or after 4 pm at Spencer Park and after 6 pm at Bloomer Park when day camps end. 4. Can I bring my own tent or canopy to the parks?

Pop-up canopies 10’ x 10’ or smaller can be used at the parks but a Park Ranger must approve the set-up location. Multiple pop-up canopies must be set 12 feet apart. Canopies larger than 10’ x 10’ cannot be used at Spencer Park but may be permitted at other park locations as long as they meet the tent / canopy requirements and the set-up location is approved by a Park Ranger.

5. Can I bring my own charcoal or propane grill and lawn chairs to the parks?

Yes, personal grills (propane preferred) may be brought in for use at the parks but their location must be approved by a Park Ranger. You are encouraged to bring your own lawn chairs. There is no cooking allowed in the shelters or under any tents.

6. Is there electricity available in the shelters?

Electrical outlets are available in the Spencer Shelter, Stone Shelter, Hilltop Shelter and Pine Grove Shelter, but not the Mountain Ash Shelter or the tents. Extension cords cannot be run to a shelter or to a generator. There is no cooking allowed in the shelters or under any tents; however, chafing fuels are allowed to warm food.

7. Can I arrange to have my event catered or have food delivered at the shelter or tent I am renting?

A caterer who sets up their equipment to prepare, cook or serve food at the park must provide a Certificate of Liability Insurance, naming the City of Rochester Hills as additional insured. (See Instructions for Certificate of Liability Insurance.) Catering arrangements must be approved by a Park Ranger at least two weeks prior to your event and the Certificate of Insurance must also be received for review at least two weeks prior to your event.

A caterer or food vendor who is only delivering prepared/cooked food for your event is not required to provide a Certificate of Liability Insurance and will not be charged a vehicle entry fee to enter the parks to deliver the prepared food. However, you must have any special arrangements approved by a Park Ranger at least two weeks prior to your event.

8. Can I decorate the shelter for my event?

Banners, balloons, tablecloths and other decorations can be set up on the day of your event, but must be removed completely one hour prior to park closing. Nails, glue, or other fasteners that would damage or leave permanent marks on the shelters or surrounding areas are not permitted. Scotch tape or small tacks are allowed, but must be removed along with your decorations.

9. Can I bring in an inflatable bouncer, slip-n-slide, dunk tank, etc. or entertainer (clown, magician, etc.) for my event?

Bloomer Park is the best location for inflatable bouncers, etc. A vendor hired by you to set up an inflatable bouncer, slip-n-slide, dunk tank, etc. or provide entertainment must provide a Certificate of Liability Insurance that names the City of Rochester Hills as additional insured. (See Instructions for Certificate of Liability Insurance.) These special equipment or entertainment arrangements must be approved by a Park Ranger at least two weeks prior to your event and the Certificate of Liability Insurance must be received for review at least two weeks prior to your event.

10. Can I bring in a disc jockey, a live band or a karaoke machine for my event?

No amplified sound/music is allowed in our parks. Small personal audio equipment for background music is allowed. Volume must be contained within the shelter or tent. See Rules and Regulations

11. Can I have beer, wine, or liquor at my event?

No alcohol of any kind is allowed in our parks. Rules & Regulations

12. Can I bring my pet to the parks?

No pets are allowed at Spencer Park; however, pets are allowed at Bloomer Park, but must be on a six foot leash and under control at all times. Rules & Regulations

13. Can I bring a flotation device to Carter Lake at Spencer Park?

No floats, life jackets, rafts, inner tubes, water wings, etc. are allowed in Carter Lake. Rules & Regulations

14. Can I drive to the shelter or tent to unload items for my event?

Not at Spencer Park. Spencer Park provides pull carts, which are located at the loading zone in the main parking lot. Bloomer Park, however, requires approval from a Park Ranger.

15. Can I host a 5k run, walk, or bike event at the parks?

Bloomer Park is the best location to host a 5k run, walk, or bike event from the Bloomer Tent location. This type of special event needs to be approved and scheduled by a Park Ranger at least one month prior to the event. The organization must provide a Certificate of Liability Insurance naming the City of Rochester Hills as additional insured. (See Instructions for Certificate of Liability Insurance.) The Certificate of Insurance must be received for review at least two weeks prior to the special event.

16. Can I pre-pay the vehicle entry fees for my guests to enter the park for my event?

No. However, the person who signs the Shelter/Tent Reservation & Waiver of Liability Form can request a “car count” with a Park Ranger. Following approval by a Park Ranger, you will need to be the first person in your group to arrive at the park and provide your driver’s license information and sample of the flyer or invitation that your guests will submit at the permit booth for entrance. At Spencer Park, guests must show their vehicle registration at the permit booth to prove residency for the discounted $5 vehicle entry fee. Payment must be made on the event day. Cash payment is preferred, but checks are accepted. Credit or debit cards are not accepted at the parks.

17. What is the cancelation policy for reservation payments?

If you call to cancel your reservation more than 30 days in advance of your event, you will receive a 100% refund if payment was made. For cancelations made 15 to 30 days prior to your event, you will receive a 50% refund. For cancelations made 14 days prior to your event, there is no refund.

18. If not rented, are shelters / tents available at no cost on a first-come, first served basis?

No. If shelters or tents are not rented, they remain available to be shared by everyone who wishes to use them.

19. Can I reserve the pavilion in downtown Rochester?

1. How long does it take to get a passport?

Four (4) to six (6) weeks for regular processing; two (2) to three (3) weeks for expedited processing.

If the passport is needed in less than two (2) weeks, contact the National Passport Agency at: (877) 487-2778 and an Agent will return your call.

2. Can I just pay by credit/debit card or cash?

The National Passport Agency only accepts payments by check/money order/cashiers check to accompany the submitted passport applications.

3. Why can’t I just submit a copy of my birth certificate, naturalization certificate or marriage license?

The National Passport Agency requires that the “original” document(s) be submitted with applications. A copy of such document could be made by anyone.

4. Do I have to bring my children with me when I am applying for his/her/their passports?

All passport applicants have to be present when passport applications are being reviewed and submitted for processing.

5. My minor child already had a passport issued before and this is just a renewal. Why do I need to bring the original birth certificate again?

Minor passport applications are reviewed as a “new” passport each time until after the first “adult” passport is issued. It is a National Passport Agency requirement to submit the expired passport and original birth certificate along with the passport application (Form DS-11).

6. I will be 16 by the time I travel, so why do I need both of my parents present when I submit my passport application for review and processing?

Applications are reviewed on the date it is submitted. Therefore, if an applicant is 15 years old on the day the application is submitted, the requirements for minor applicants apply. Both parents must be present and sign because a minor applicant cannot sign his or her application regardless of an upcoming birthday.

7. When applying for a minor’s passport, what if one of the parents cannot be present?

You should bring Form 3053 – signed (by the absent parent) and notarized with a copy of the front and back of his/her drivers’ license. Form 3053

Property taxes are billed twice a year:

The Summer tax bills are mailed mid-June and the Winter tax bills are mailed mid-November. If you are responsible for paying your tax bill and have not received a bill, call the City Treasury at (248) 656-4675 or go online to obtain a bill.

2. Can I have my water / sewer utility bill automatically paid from my checking or savings account and where do I get a sign-up form? What do I need to do if I change banks?

You can sign up for direct payment for your water / sewer utility bill, which will take your payment automatically out of your checking or savings account on the bill due date. To determine possible savings with an area maintenance meter, follow these steps.

1. Accumulate the total annual (one-year period) water usage. This will be shown in units. (1 unit = 100 cubic feet or 750 gallons of water.)
   (a) Total annual usage ____ in units.
2. Determine what best represents your inside winter usage.
   (b) Record the total usage for winter months ____ in units.
3. (c) Subtract the total sewer portion (b) from the total annual usage (a) this equals ____ units.
4. Multiply (c) by the current sewer rates $2 (2000 / 2004 rate) $____.

This is an estimated amount that would be saved annually by installing a second meter. Compare this with the costs for the meter and plumbing work that will be required to install the second meter in your home. Plumbing costs will vary from home to home.

2. How can I detect a leak in my house?

To detect a leak in your house you must first locate the water meter located inside your house. Your water meter has a leak detector on it. The leak detector either has a black triangle located above the digit read or it is a red circle located below the digit read.

If you are not using any water in your home the leak detector should not be turning or moving. If it is moving and you are not using water you have a leak somewhere in your house. The leak could be a toilet, faucet or a backup water driven sump pump. You may not always hear or see a leak.

3. I am selling my house and I need to get a final water and sewer bill. How do I arrange for a final bill?

You will need to contact the Accounting Division at 248.656.4688 at least 48 hours (two days) in advance of the date you want your meter read. The following information will be needed:

• Address
• Date of final read
• Your name
• Address to send the final bill
• Phone number where you can be reached in case of problem

4. I have a water and / or sewer lien on my account, how would I go about paying off the lien?

You can call the Accounting Division and get a payoff amount. However we strongly recommend that you come to City Hall when you are ready to pay off your lien so you will receive all original documentation needed to verify that the lien has been paid off in full.

5. Why is my water bill higher than normal?

There are several reasons why you may have a high water and sewer bill. If it is summer, you are probably using more outside water. If you do not have an area maintenance meter or second meter you are paying sewer charges on water that is being used outside.

The most common reason for high usage is a leak somewhere in your house.

6. What are my bill payment options?

You can:

• Sign up for the Direct Payment Plan
• Mail it in using the envelope provided with your bill
• Put it in the drop box located at City Hall
• Visit the Treasury Department and pay in person

7. What happens if I don’t pay my water bill? Will my water be shut off?

All unpaid water and sewer bills that are delinquent will be added to your winter property tax bill and will be subject to a late payment charge.

The city does not turn off water for non-payment. The city strongly encourages our customers to keep their accounts up to date to avoid penalties.

8. What is the purpose of an area maintenance meter, second meter or dual meter?

The area maintenance meter is a second meter that is installed which measures water that is used exclusively outside (a sprinkler system or other outside spigots). If the second meter is installed you will be charged only for water use and not for sewer use since the water is not entering a sanitary sewer. 9. What is the water and sewer billing frequency?

Effective January 1, 2004, the water and sewer bills are billed on a bimonthly basis. The bills are based on actual meter reads. The city will no longer be estimating any water and sewer bills unless there is a problem with the meter reading equipment.

10. What is the plastic box outside of my house?

The plastic box outside is a remote that is attached to your water meter inside your house by a wire. The remote allows the meter readers to pull a read off of the meter with their equipment.

11. Where is my water meter located?

Meters are located inside your house. The most common places to look are in your basement or laundry room.

12. Where can I get historical information on my water and sewer account?

Any historical information concerning water and sewer billing charges can be requested by calling the Accounting Division at 248.656.4688 and mailed to you.

1. What is the Youth Council?

The Rochester Hills City Council has established the Rochester Hills Government Youth Council (RHGYC) to promote youth involvement in local government through active participation and the mutual exchange of ideas and experience. There are 13 positions on the Youth Council, which include two representatives from each City Council district and five at-large members. Youth members serve one-year terms with the opportunity for reappointment. Terms run concurrent with the school year, September 1 through August 31.
